Delete an existing person/account holder from the IPND emergency services database.

This endpoint allows removing account holder details from the system.

⚠️ IMPORTANT NOTICE Deleting a person record will remove their information from the IPND database. Ensure that the person is no longer associated with any active services before deletion.
